"China has always firmly opposed unilateralism and protectionism, and stood up for the authority and efficacy of the multilateral trading system," said Wang.

"California maintains a close economic and trade tie and people-to-people exchange with China," Zhang Ping, Chinese Consul General in Los Angeles, said in his keynote speech to the Belt and Road Forum hosted by the Hong Kong Association of Southern California.

"China and the US, the two major countries, bear special duties in this regard," he said.

"China has a history of infecting the world and they have a history of running substandard laboratories," he told ABC News. "These aren't the first times that we have had the world exposed to viruses as a result of failures from a Chinese lab."
